Ensuring Smooth Fuel Procurement: The Critical Role of DTA and Logistics Compliance in International Petroleum Trade

In the landscape of international petroleum trade, logistics is not merely a background operation—it is a critical determinant of success or failure. Despite careful negotiations and robust contractual frameworks, buyers frequently encounter delays, disruptions, or outright cancellations due to non-compliance with refinery logistics protocols. The most prominent of these is the Dip Test Authorization (DTA) process—a standard yet often underestimated phase that underpins secure and lawful product injection.

This page serves as both a guideline and a warning to prospective fuel buyers: if you are not aligned with the refinery’s logistics standards, particularly regarding DTA issuance and verification procedures, your transaction is at risk. The aim here is not only to inform but to ensure readiness, reduce costly errors, and streamline coordination with suppliers and port authorities.

Understanding the DTA (Dip Test Authorization) Process

The DTA form is issued by the refinery and is a mandatory step before any physical inspection or fuel injection can proceed. The following critical elements must be correctly entered and validated:

  • Tank Storage Name
  • Buyer Tanks Number
  • Port Access Security (P.A.S) Code
  • Hub Number
  • TAC Number (Tank Authorization Code)
  • GPS Coordinate
  • Telephone
  • Tallon Number
  • Address
  • Port Name
  • Contact Person

It is imperative that the buyer's logistics partner completes this form accurately and ensures proper alignment with the port authority.

Key Verification Codes: What They Are and Why They Matter

Failure to verify the following can halt your transaction:

✅ P.A.S Code (Port Access Security Code)

  • Grants official access to the terminal
  • Issued by the Port Authority
  • Required for security clearance of both vehicles and personnel

✅ Tallon Number

  • Acts as a temporary storage operation ID
  • Tied to the scheduled tank and injection window
  • Serves as a critical tracking number within refinery records

✅ TAC Number (Tank Authorization Code)

  • Validates that the assigned tank is authorized for this transaction
  • Must match booking details and buyer credentials
  • Issued by the refinery or terminal authority

The refinery control tower reports these codes to the Port Authority to validate the legitimacy and permissions of the buyer’s logistics company. Any inconsistency will result in delays, denials, or revocation of injection permissions.

Why This Matters for Buyers

Buyers must understand that the responsibility of securing valid storage, ensuring readiness for injection, and aligning with logistics protocols lies heavily on their side. No refinery will jeopardize its operational integrity or legal standing by accommodating unverified or non-compliant logistics arrangements.

This guidance is particularly relevant for serious buyers working with reputable fuel suppliers. It ensures that procurement is not only technically feasible but logistically executable.

A No-Risk Opportunity—If You're Ready

Compliance with DTA logistics procedures is not a suggestion—it’s a prerequisite. For legitimate buyers, this offers a zero-risk opportunity: secure your storage, follow the rules, and take delivery under the highest standards of refinery operation.

If you're ready to show commitment, present your logistics readiness, and follow due process, the product is available and the operation is green-lit.

Let this be your logistics readiness checklist for smooth, reliable fuel procurement.

Verify Logistics Partners via FERM Rotterdam

Before initiating petroleum trade activities with BlackSea, we strongly recommend that buyers verify the legitimacy of logistics partners—such as storage facilities and shipping agents—through FERM Rotterdam's resources. FERM provides a blacklist of entities involved in fraudulent activities, helping to ensure secure and trustworthy transactions.

Important Notice: BlackSea Trading will not consider any inquiries involving logistics companies listed on FERM Rotterdam's blacklist. Engaging with such entities poses significant risks and is strictly against our compliance policies.
